Jimmy Akin's Mysterious World had a pretty thorough couple of episodes on the Waco siege mess. He is polite in his delivery but I think it's quite obvious who the real villains were: the government reps there to help.
It goes much wider than the FBI. US Marshal's service went after Gordon Kahl and his family knowing he would likely shoot it out with them. Got people killed and railroaded into federal prison, all because the "new" marshal wanted to make a name for himself. I'm not a fan of Kahl, but the US Government set him up.
